As it was just the beginning, we can not expect people to come as they used to..there are still plenty of shops which needs to be opened. If you look at the past events turn out for the opening day is always less and it keeps increasing day by day (not to mention Saturday& Sundays which see the highest gathering) as the attractions like giant wheel, Columbus, wheel of death and other things start functioning numbers of the visitors will also increase. I think it will be too soon to give a judgment on the Uthsava as it hasn't even started properly.
